Abstract

In order to investigate the dynamics of integration, the concern of the small member countries of the Caricom is visible regarding the small size of their States, and the potential fragility of their identity, in a wider regional environment in which nations participate of greater dimension and dominant and emerging powers. Political unity is an imperative of the Caribbean Community to promote the coordinated approach among its members in order to face the challenges that allow it to compete in the context of the dynamics of the globalized economy and face common threats. At the same time, relations with the greatest world power, the United States of America, a hegemonic presence in its environment, have a conflicting base, because it considers the Caribbean its third frontier and small states are seen as its sphere of influence, for dominance Regional and hemispheric. On the other hand, Cuba's relations with the countries that make up the Caricom have been very important within the foreign policy of the Cuban State and vice versa. Several factors - some historical, the fact of being its natural environment and others more recent - explain the relevance of Cuba's relationship with its neighbors in the area. The external relations of the Caribbean of the 21st century must be organized in a diplomacy of development of the strongest links with emerging economies, and which must take into consideration the new hemispheric political, economic and diplomatic spaces that are currently being developed.
