Abstract

The present work aims at diagnosing the functional capabilities like factors of the development at the municipality Bayamo in the latter triennium. Has a foundation theoretician and metodológica the diagnosis of the functional capabilities, sights like supports of the development in the local context. You expose yourself and you base the used procedure, including the application of the techniques of regional analysis and the techniques of work in group, between another one; Offering them the local decision makers, a tool for the overtaking from the strategy of municipal development and contribute therefore, to the step of his development.

They identified the sectors of bigger growth rate and the processes of structural change approaches that have proven to be favorable and the more sectors left behind at the municipality, like base for the determination of five functional capabilities to increase the power of at the locality, as a result of the study that still they become manifest favorable to the dynamics that economic local member demands the development. They expose important findings that serve as utility to promote local policies and you program of development in terms of provoking processes of step of the functional capabilities and the employed bibliography reflects itself.
