Due to the requirements of today's society, the need arose to conduct a research focused on special education since in recent years it has gained strength within society and focused on pedagogical practices, allowing to observe and analyze attitudinal factors on the part of the teacher that enable and hinder the inclusion process, the objective was to analyze the role of the Physical Education teacher in the motor development of children with special educational needs in special education institutions in the State of Monagas, this research was descriptive field type. The population was represented by twenty (20) teachers, this study was carried out through the application of surveys to the Physical Education teachers of these educational institutions, thus proving that this area is important in the development of children and that the teacher has a great influence in their integral formation; according to the results obtained it could be confirmed that the motor development is of vital importance in children, in this sense the institutions should have adequate spaces for physical activity and the teacher should be specialized to attend this population. It is recommended to encourage children with special educational needs to practice physical activities in order to guarantee a good integral development, as it is ruled by the country's legal regulations. As a final proposal, an accreditable extension course was designed at the Universidad Pedagógica Experimental Libertador to train future teachers at this university.
