The diagnosis of cultural potentialities as a tool for Local Development Actors (Review)

Development is the result of the organizational and institutional effort of society as a whole and the use of all the potential available or incorporated into the territory where culture is one of its dimensions. It represents a new challenge for local areas, moving from a conception of development as something acquired towards a conception of development as something generated from the capacities of local actors. Assessing the viability of the legal basis in the management of cultural potentialities, with the participation of stakeholders for local development, has been the objective of this study, which took into account the revision of the Constitution, the guidelines, the rules of the National, Provincial, Municipal Assembly and popular council. The regulations of the Ministry of Culture and its community work system as well as some approved resolutions. The cultural potentialities are expressed in the localities through the conservation and dissemination of the cultural heritage, they promote a quality leap in the localities to meet their needs taking advantage of the actions of the existing state institutions and the active participation of the local actors fulfilling each institution with the legislated and approved for cultural work in society.
