Abstract

The fulfillment of duty in Ecuadorian police work is influenced by various legal and ethical factors. The regulatory framework and police regulations establish the obligations and responsibilities of the agents, with the Organic Law of Public Service, the Organic Law of the National Police, and the Comprehensive Organic Penal Code being fundamental instruments in this regard. Additionally, police training and education are key to proper performance, encompassing technical, legal, ethical, and human rights aspects. Working conditions and resources also impact duty fulfillment, requiring adequate provision of equipment, infrastructure, personnel, and dignified working conditions. Police ethics and accountability are essential, promoting ethical values, transparency in police actions, and effective mechanisms of internal and external control. These elements ensure responsible performance by the agents and strengthen societal trust. It is recommended to enhance the training and education of agents in ethical values and principles of proportionality and necessity in the use of force. Furthermore, it is important to implement effective internal and external control and supervision mechanisms to guarantee accountability.
