Abstract

Higher education in the world has increased enrollment and created new specialties, mainly with the arrival of the new millennium, to establish knowledge-based societies. In the case of Cuba, university studies have increased from 1959 to the present, where each municipality has centers belonging to the Ministry of Higher Education. However, the overcrowding of higher education in Cuba is identified as a problem based on the analysis carried out here of the impact in some areas of Cuban society, and accordingly, it is proposed as solutions: limit entry to higher education from the search for the improvement of the previous teachings and the ways to enter, eliminate or modify what is established in the Regulation of the Teaching Organization of Higher Education in relation to dragging. It is considered that the implementation of the proposed solutions would have a considerable long-term social impact because it would lead to greater efficiency. Improving the functioning of the teaching prior to higher education would have students with better teaching performance, then, perfecting the routes for admission to universities, higher quality enrollments would be guaranteed and, finally, eliminating or modifying the drag policy would be guaranteed the promotion of better trained professionals.
