Analysis of the theoretical and legislative bases for the design of the systems of development training in Cuba. (Review)

The globalization processes have, inexorably, an influence on Cuba. Each day, the country opens up more its doors to the foreign investment and looks for the increase of the competitiveness of the socialist state enterprise. In this context, the integrated system of administration of the human resources, as well as the training subsystem of the same one, constitute an indispensable requirement to implement and consolidate the direction system and state business management. It is a way to cover the breaches of knowledge, abilities and dexterity from the recently graduated ones in the labor centers, and to reduce the differences among the professional competences defined for each work position, those of the worker and the one generated by the increment of these competences resulting from the labor studies, changes in the nomenclature of the vacancies or new inversions. The sample for this investigation is the Granma Fishing Enterprise (Pescagran), in which a preliminary diagnosis was carried out, identifying deficiencies in the management system of the human resources implemented. This evidenced the necessity to perfect this system through the design of a procedure for the process of training, situation that led to the analysis of the theoretical and legislative bases of its conception and development within the Cuban enterprises, and their connections with the professional competence and performance.
