Abstract

The objective of this research is to develop a strategy for hiring management that contributes to the efficient development of the services offered by the Granma Legal Services Company to the MSMEs of the San Juan Popular Council. As a result, this strategy becomes a methodological tool for consultants, enabling a change in the management of the process that impacts the sociocultural, legal and technological development of the community under study. For this, the research methods were used; historical-logical, analytical-synthetic, inductive-deductive, as well as empirical methods; survey, participant observation, interview, the criteria of experts with the use of the peer comparison methodology in its processing and as mathematical methods; descriptive and inferential statistics. An in-depth analysis of the elements of the development of legal and contracting services was carried out, as well as the different strategic approaches as essential elements in the proposed strategy. The characterization of the historical and epistemological background allowed us to recognize that the management of contracting services for the development of communities requires a holistic vision. The results are validated through the Delphi method and it is corroborated that the designed strategy will allow responding to the needs of the new social actors in the community, responding to the particularities of local development in the San Juan Popular Council of the Bayamo municipality.
