The approach of the Territorial Development Strategy seeks to enhance the endogeneity of development.This is achieved when the general strategies coming from the central levels are complemented and materialized through territorial and local strategies, based on an Integrated Territorial Strategic Plan.The role of government as a promoter of local development must start from a territorial and non-sectoral approach, in which in the state sector it must be based essentially on full-cycle efficiency and in the non-state sector on competitiveness: economic, social and environmental. From this derives the importance of the implementation of dynamic systems of strategic diagnoses in the territories, so that there is an updated and in-depth level of information on the situation of the territorial system and its environment, as well as the ways to carry out prospective studies foreseeable futures, essential elements for the elaboration and execution of adequate territorial development strategies.The Comprehensive Development Plan (CDP) of the municipality of Jiguaní has the general objective of conducting a process in the current economic and social context where the results and indicators are required to be achieved by the territory, which includes as a key element the organization of the territory and the capacity of the government community and its population to lead and materialize their own development, through the mobilization of their endogenous potential to improve the standard of living.
