Abstract

This work consists of an effort of theoretical articulation, through bibliographical revision, to propose a regional public policy model of regional development, entitled Economic-Environmental Parks. It starts from the theoretical-conceptual redefinition that in the 1960s and 1970s conceived the idea of ​​Territorial Planning in detriment of the idea of ​​an Urban and Regional Planning based on orthodox and positivist theories, for the contextualization of the regional policies of occupation of the Cerrado and Brazilian Amazonia. Soon after, the new territorial policy proposal is presented, presenting its foundations in the Popular Economy, through the creation of Local Productive Arrangements. Finally, this article presents the characteristics of the Economic-Environmental Parks, illustrating it from the reality of the State of Tocantins, Brazil.
