The training of engineers in the telecommunications sector is fundamental in the contemporary world, due to the rapid technological changes. Mobile telephony is a technology that often emigrates making improvements in its infrastructure to provide better services to its customers. Student empowerment in the communications sector becomes a challenge for teachers responsible for this process, just because of the new technologies that are introduced to achieve improvements in the transmission speed, bandwidth and other aspects of these technologies. The problem of not being able to show the students the changes made with frequencies in the mobile communications systems with the implementation of the third, fourth and fifth mobile generation today stimulated this research. In the present research the areas of Gávea, Leblon and Ipanema of the state of Rio de Janeiro, Brazil were chosen as field of action. The objective of the research was the development of a methodology for the planning of a mobile communication network for the study of telecommunication students. The methodology consists of the description of the mathematical model for the calculation of the parameters used in the planning, as well as presentation of the simulation of a mobile network using the modeling program NetDimension. It is concluded that the developed methodology allows the students of telecommunications to deepen the knowledge for the planning of a mobile communication network, being of importance to understand the current modern technologies.
