Abstract

Initial university training, within the framework of university management, cannot be seen as an isolated, autonomous and independent activity from the socio-historical context, since training and context are linked to theoretical frameworks and prevailing assumptions at a certain moment or purpose of development of the country. This article shows the results of an investigation that provides a procedure for the concretion in the management practice of the initial university training process oriented to local development; its purpose is to offer a way for its materialization in the Municipal University Centers in close relationship with local actors. The function of the procedure occurs through its three stages, which in its practical action consists of phases and actions, incorporating university social responsibility within the work of these institutions, responding to the new realities that it faces regarding its role in society, their self-evaluation of how they do it and how to improve their actions. From the paradigm of university social responsibility, it is intended that these institutions fulfill their role of ethical and transforming leadership of society, through the fulfillment of all their functions for the achievement of social improvement. The analysis of the feasibility of the procedure demonstrated the possibilities for the execution of the management of the initial university training in the CUM oriented to local development from the consultation of experts and the case study developed in the university institution of a municipality.
