Abstract

The popular education is the tool with the one that the masses, contained in communities, with the guide of sensitive people with their problems and necessities, cross over the relationships of power and it prosecutes them toward a type of community organization from inside. Our communities are still very dependent of the organisms, organizations and governments at that level; the popular education organizes to the masses so that with its own efforts, practice the "power of", far from the dependence of the one “power on”. The project of collaboration, directed and executed by the University Of Physical Culture Of Granma under the name of Project physical activity, health and local human development, that it is developed in the Popular Council "Aeropuerto Viejo", city of Bayamo, it assumes the tools of the popular education methodologically to achieve their purposes of stimulating the physical, cultural and social development of the inhabitants, fomenting the systematic practice of the physical activity and the sport like source of health, education and it heals occupation of the free time. The Popular Council has sport combine that lends services of physical activity, recreation and sport, more doesn't have the facilities; there is a great number of people with diagnostic of chronic illnesses transmissible, that they need of rehabilitation processes; the population of the Council considers insufficient the recreational actions to those that have access, in a same way the alone massive sport is practiced for small groups of children, a discharge aging rate exists, and a significant exodus of the youth toward the city.
