In spite of the still dissatisfactions over the last years shown by the students, they are learning and there are progresses in the process of teaching physics. The article tackles the insufficient level of development of ability formulating physical problems in Average Technicians students whose appropriation of physical knowledge and its application limit to laws and concepts for the formulation and problem solving physical. He aims at the elaboration of a methodology to develop the ability to formulate physical problems in the Average Technician in Informatics that reveals relations among teaching methods, students’ levels of cognoscitive independence and the Theory Galperin contributes to heuristic procedures as from the operacionalitation of ability. The population is constituted by the Institute Polytechnic’s 15 freshmen “Armando Mestre Martínez of the Ciego de Ávila Province
